The municipal government team of the Malaga City Council will propose next Wednesday, May 20, to the board of directors of Promálaga the appointment of Lisardo Morán Urdiales as managing director of the Malaga Trade Fair and Congress Centre (Fycma).
Ignacio Román Vila, managing director of Fycma since August 2024, has submitted his resignation to begin a new professional stage as an executive in an international company in the telecommunications and technology sector.
Lisardo Morán holds a degree in Advertising and Public Relations from the University of Wales through EADE and is a C-Level executive with a solid track record in the general management of public and private entities, an expert in the management of large volume budgets and in generating business through strategic alliances.
Highlights of his professional career include his role as Managing Director of the Public Company for Tourism and Sport Management of the Regional Government of Andalusia (January 2023–present), with responsibility for an annual budget exceeding €100 million; and Chief Strategy Officer of Giants Gaming Esports (January 2018–December 2022). He specializes in the internationalization of destinations, attracting high-impact global events—such as San Diego Comic-Con Málaga, the Latin Grammys, and the Davis Cup and Copa del Rey Basketball Finals—and negotiating with multinational brands. He has also led the strategic direction of international campaigns like Andalusian Crush and Frames de Andalucía, which have garnered prestigious awards such as the National Creativity Awards, the Eficacia Awards, and the El Sol Award; and in the area of technological innovation, he created and deployed the technology hub for smart tourism, Andalucía Nexus.
The proposal maintains the manager's current remuneration: a basic salary of 62.000 euros, a position supplement corresponding to 35% of the basic salary, and a variable component of 40% of the basic salary.
Bases for access to Núcleo, Semiconductor Innovation Hub
The regulatory framework for access to Núcleo, the Semiconductor Innovation Hub, will also be submitted for approval. This new innovation space, located in the Promálaga Coworking building at Málaga TechPark (27 Severo Ochoa Street), is dedicated to the development of the semiconductor ecosystem, with specific reference to areas such as integrated circuit design (IC design), FPGAs, integrated photonics, power electronics, MEMS (microelectromechanical systems), and associated software.
Núcleo was created with the aim of promoting a knowledge-intensive business ecosystem in Malaga, focused on areas such as integrated circuit design, embedded systems, FPGAs, integrated photonics, power electronics, MEMS, electronic automation tools, and specialized software, among others.
The specific guidelines regulate both the access procedure and the project evaluation criteria, incorporating aspects such as training and experience in deep tech and the generation of qualified employment, synergies and attraction of investment.
Thus, Núcleo will be open to individuals or legal entities that carry out or will carry out a business and/or professional activity related to the semiconductor sector and associated technologies. It will also be open to other professionals from complementary fields, such as specialized technology consulting or intellectual and industrial property, among others.
The first step to request Núcleo's services is to complete the application form available on the Núcleo website (www.nucleomalaga.es), providing all the required additional documentation. If the application is incomplete or defective, the applicant will be given ten business days to correct the deficiency. The acceptance of applications will, in all cases, be subject to the purpose and use of Núcleo; applications that do not conform to the authorized activity type will not be accepted. When spaces are unavailable, applications received will be placed on a waiting list in order of submission. In the event of a vacancy, the order of priority will be followed. If space becomes available, once the application is received, technical staff will contact the applicant to schedule an interview.
The maximum incubation period will be three years and the extension will be automatic, provided that the incubated company is up to date with its obligations, unless either party withdraws with one month's notice.
In addition, Núcleo can offer incubated companies specialized services such as technical mentoring, networking, training, support in finding funding and access, depending on availability, to specific technological infrastructures and resources for deep tech projects.
The monthly price for a coworking space will be €100, while open-plan offices will cost €9 per square meter and private offices €10 per square meter. Parking will have a monthly fee of €50. All prices shown are exclusive of VAT.
Núcleo is linked to the future installation in Malaga of the IMEC (Interuniversity Microelectronics Centre), one of the most advanced microelectronics and nanotechnology centers in the world, which will install its first center outside of Belgium in the city, already under construction in Malaga TechPark.
Municipal Network of Incubators
In addition, the meeting will also address the updating of the RMI guidelines, which establish a uniform and transparent procedure for accessing the various spaces managed by Promálaga. These guidelines define the access procedure and establish a rule of precedence, meaning that the specific guidelines of each incubator take precedence over the general guidelines in any differing aspects.
The application process is structured in three phases (application, interview, and documentation), and the criteria of social equity are maintained in the evaluation process. Incubation periods are three years for offices/coworking spaces and five years for warehouses and commercial premises, with a transition period and extensions contingent upon a favorable project evaluation.
Likewise, the specific bases of Promálaga La Brecha, an incubator focused on promoting crafts and artisan trade in Plaza Pintor Eugenio Chicano, in the Historic Center, are updated; as are those of Promálaga Casa de Socorro, the cultural and creative space specializing in the orange economy located in Plaza de Doña Trinidad, 12.
To access this incubator, a 'Creative-Cultural Entrepreneurship Project' is required, with a proposal for activities to revitalize the space, exhibition programming and interaction with the environment, which links access to the fulfillment of the social function of the space.
With these new foundations, Promálaga continues to advance in the consolidation of a specialized incubation network adapted to strategic sectors for economic development, innovation and job creation in Málaga.
